2011 Erin Mills Eagle Cup Rules
ELIGIBILITY
This tournament is for representative teams only. No Select or All-Star teams are permitted. All players must be registered by O.S.A. or with their Provincial Association and with the club for which he or she is playing.
Each team is allowed to register and dress up to 18 players. Teams will be permitted to register eighteen players for the tournament with all players being allowed to dress for any game. Guest players (from outside your club) require an approved "Temporary Registration Permit" (TRP) and the player book. Three guest players are allowed. No player may play for more than one team in the tournament. Game sheets must be filled in completely prior to each game and returned to the field convener 15 minutes prior to the start of each game.
All teams are required to have a fully completed Tournament Team Roster Form. All players and teams must have proof of current registration with their Provincial, State or National organization.
All Ontario teams are required to have authorized OSA player books, for teams outside of the Peel Halton District, an authorized Permission to Travel Form from their District Association.
All teams Outside of Ontario are required to have authorized permission to travel from their Provincial/State/National Association as applicable, proof of Medical for all players and coaching staff. Teams must show proof of liability insurance coverage, player proof of age, authorized by their governing organization -authorized registration books/cards from their Provincial/State/National Association as applicable.

PROOF OF AGE
ALL TEAMS AND ALL PLAYERS MUST PRESENT AUTHORIZED PLAYER BOOKS SIGNED BY THEIR DISTRICT ASSOCIATION.
All teams must complete a team roster form in duplicate and submit it at registration. Failure to register with the tournament will result in a forfeiting of games played.
Player cards must be made available at any time to the field convener and may be inspected at anytime. Birth Certificates or other valid proof of age may be requested by the Tournament Committee and should be available on request.
Tournament Committee decisions shall be final in all aspects of eligibility of players and teams.
LAWS OF THE GAME
The tournament will be played according to F.I.F.A. rules unless otherwise stated.
PLAYERS EQUIPMENT
The home team will be responsible for providing an alternate colour of shirt, if the colours of the shirts are similar. Referees will insist on proper dress code. The home team is responsible for providing the game ball.
FAILURE TO SHOW
A team will be allowed a 10 minute waiting period from the schedules kick-off time to field the minimum number of 7 players needed to start the game.
Failure to produce the minimum number seven of players would result in a 2-0 loss by default or a default win as stated below.
DEFAULT GAMES
In divisions where every team would normally have played the default team, the winning team will receive a 2-0 bye. In divisions where a wild card position would be impacted by the default game the following will apply.
The team in contention will receive the best win result of the team in which it is in contention with. (i.e.: If another wild card contender had won their best game by 4-0, the bye game for the remaining team will also be awarded a 4-0 victory)
PROTEST
Any team wishing to make a protest must submit in writing accompanied with $100.00 cash to the tournament committee at tournament headquarters within one hour following completion of the game. The committee decision will be FINAL. No protest regarding referees decision will be entertained.

Playing time may be revised based on number of teams. Check your schedule. The half time interval in all games shall be 5 minutes. A game is considered “officially” played if one half (1/2) of the scheduled time has been completed. Playing time may be revised based on number of teams. Check your schedule.
QUALIFYING ROUNDS
Each Win 3 Points
Each Tie 1 Point
* A maximum 5 goal differential will be awarded in any individual game. (Example: a 9-2 score would become a 7-2 score; goals above the five goal maximum are not counted)
Qualifying Rounds Tie Breakers
A) Most wins
B) Results of game between two tied teams (If more than two teams tied then proceed to C)
C) Best goal differential (goals above the five goal maximum ARE NOT counted)
D) Least goals against
E) Best of 5 kicks by 5 different players
F) Alternating penalty kicks (sudden death) by balance of players
OVERTIME: SEMI FINALS AND FINALS ONLY
If a game is tied after regulation time the game will go straight into Penalty kicks.
SUBSTITUTION
Substitutes are unlimited but teams can only substitute when:
A) A goal is scored by either team
B) At any goal kick.
C) On your own teams throw in. Based on Referee discretion. (Other team may then substitute)
D) Through injury at the referees discretion
E) At the beginning of the second half.
DISCIPLINE
The OSA Published Rules on Discipline at Tournaments will apply with the following exception:
Discipline authority is delegated to the Tournament Committee for player misconduct only. Any misconduct reports for coaches, other team officials or game officials shall be submitted to PHSA within 2 days of the tournament’s completion.
Standard OSA penalties for player misconduct will apply in all Tournaments and Tournament Discipline Rules must comply with this requirement. See Table 1.
The Tournament Discipline Committee will use Discipline by Review (and Discipline by Hearing where necessary or requested).
Discipline Carryover:
PHSA will convene Discipline by Hearing for all Special Incident Reports and Dismissal Reports for Coaches, other Team Officials and Game Officials. Reports involving individuals from other Districts, Provinces or Countries will be forwarded by PHSA as required.
PHSA will use Discipline by Review on all Dismissal Reports for PLAYERS who were unable to serve the full
Mandatory Minimum sentence at the Tournament. Any Player (or Player’s Club) wishing to request Discipline by Hearing MUST do so before the end of the week following the Tournament.

COACHES
Coaches must choose their side of the field prior to the start of the game remain within their side of the centre line. Coaching outside this area will not be permitted. Team officials are reminded that they are not allowed on the field without the referee's permission. All coaching staff must be in good standing with their club.
Parents and Spectators must remain on their half of the field and may not interfere with any coaching areas. Coaches and parents coaching from the opposite side of the field are not permitted. Coaches will be responsible for the behavior of their spectators and any request by a tournament official or referee for a parent or spectator to leave a field of play may result in the forfeiting of that team’s game.
RIGHTS AND RESPONSIBILITIES
The Tournament Committee reserves the right to cancel in part or totally to alter in any way the programme outlined in the tournament schedule. The tournament Committee reserves the right to decide on all matters pertaining to the tournament and the tournaments' understanding of the rules is final.
